EN ISO 9712: A Guide to NDT Personnel Certification

EN ISO 9712 is the international standard that defines personnel competence and certification for all NDT methods. In Turkey, TÜRKAK-accredited certification bodies and TAEK (Turkish Atomic Energy Authority) operate certification programmes under this standard. Understanding EN ISO 9712 is essential for verifying technician competence in work orders, preparing for audits, and providing assurance to customers.

Certification Levels

EN ISO 9712 defines three competence levels for each method:

Level 1

A Level 1 technician carries out inspections under the direction of a Level 2 or 3 supervisor, prepares equipment, and records results. They are not authorised to independently interpret results or make accept/reject decisions.

Prerequisite: Minimum hours of practical experience (varies by method and sector)

Level 2

A Level 2 technician selects and applies inspection procedures, calibrates equipment, interprets results against applicable standards, makes accept/reject decisions, and issues reports. This is the most common certification level in the field.

Prerequisite: More extensive practical experience than Level 1 + written and practical examination

Level 3

Level 3 is the top of the certification pyramid. Level 3 personnel develop and approve inspection procedures, manage personnel certification programmes, and assess technical competence. Level 3 sign-off is frequently required in accreditation audits and RBI programmes.

Prerequisite: Level 2 certificate + extensive practical experience + Level 3 examination

Certification Scope: Method and Sector

An EN ISO 9712 certificate has two dimensions: method (UT, MT, RT, PT, VT, ET, PAUT, TOFD, etc.) and industrial sector:

  • w (welds): Weld inspection
  • c (castings): Cast components
  • f (forgings): Forged components
  • t (tubes and pipes): Tubes and pipes
  • wp (wrought products): Wrought products

A technician's certificate is only valid for the method/sector combinations it covers. For example, a UT Level II — w certificate cannot be used for cast components.

Certification Process

1. Application and Experience Record

The candidate applies to a certification body and submits an employer-endorsed experience record documenting the minimum hours required by the standard.

2. Basic Training

Attendance at basic NDT training from a TÜRKAK-accredited training provider is expected before or during the certification process. Training hours vary by sector and level.

3. Written Examination

Comprises a general knowledge exam and a specific knowledge exam. General knowledge covers NDT principles, physics, and materials science; specific knowledge is tailored to the chosen method and sector.

4. Practical Examination

Practical competence is assessed on real or representative test specimens.

5. Certificate Issue

Candidates who pass all examinations receive an EN ISO 9712 certificate from a TÜRKAK-accredited body. The certificate states the holder's name, method, level, sector, and expiry date.

Validity and Recertification

An EN ISO 9712 certificate is valid for 5 years. Recertification requires:

  • Employer declaration confirming continued inspection activity (minimum annual working hours)
  • Vision test (near visual acuity annually, colour vision test)
  • Recertification application and certification body approval

If inspection activity has been interrupted within the 5-year period, a new certification process may be required rather than recertification.

TÜRKAK and TAEK Scope

NDT personnel certification in Turkey can be conducted under two frameworks:

  • TÜRKAK-accredited certification: Under EN ISO 9712, for industrial applications. This is the standard required in petrochemical, pipeline, pressure vessel, and structural steel projects.
  • TAEK licence: A mandatory additional licence for radiation-source techniques (RT/gammagraphy). It complements, and does not replace, the EN ISO 9712 certificate.

Why Certification Tracking Matters

Does the technician performing an RT inspection on a work order hold a certificate that covers that method and sector? Has the expiry date passed? Without this information, both the audit trail and the validity of the customer-facing report are in question.
